Laboratory instrument acceptance, What should be done

1. Instrument acceptance procedure

 

1) After the instruments and equipment arrive at the county, the distribution company and the representative of the factory shall conduct appearance inspection and quantity acceptance. Defective equipment shall not be delivered to the school;

 

2) After being distributed to the school by the distribution company, the school shall conduct quantity acceptance and appearance inspection on the spot. And issue proof of receipt of the goods. Quantity discrepancy, unpacking, damage, damage, wet, damp, deformation and other conditions will not be accepted;

 

3) The county acceptance team and the school acceptance team shall unpack and inspect the products and items according to the manufacturer, and fill in the Equipment Acceptance Form in detail;

 

4) After the acceptance of the instruments and equipment, the project unit shall, within the specified acceptance period, handle the registration and entry procedures of fixed assets with the Instrument and Equipment Acceptance Form and put them on the shelves in time;

 

5) The unqualified instruments and equipment shall be submitted to the supplier in written form within the specified acceptance period with the Instrument and Equipment Acceptance Form. The supplier shall respond within one week and replace the qualified products within 15 days.

 

2. Problems existing in the acceptance of instruments and equipment

 

1) The change of purchasing method makes the acceptance of instruments and equipment more difficult

 

The comprehensive intervention of government procurement makes the procurement work into a new track. Compared with the old self-procurement, government procurement is more open, fair and just, with more standardized procurement procedures and more authoritative procurement results. Government procurement usually adopts the operation mode of mass and bundling to reduce the procurement cost, but such operation mode will increase the intermediate link of procurement and increase the workload of departmental communication in the acceptance work of instruments and equipment.

 

The improvement of the supplier qualification threshold sometimes causes the need for cross-regional or even cross-provincial supply situation, the widening of the distance brings about the increase in the difficulty of communication between colleges and suppliers, and virtually increases the difficulty of acceptance work.

 

2) Personnel position allocation in colleges and universities has a certain impact on the acceptance of instruments and equipment

 

The post allocation of laboratory and equipment management office staff is different in different universities.

 

Colleges and universities with sufficient establishment have set up a special section under the laboratory and equipment department to manage the acceptance of instruments and equipment, with specially-assigned personnel in charge of this work.

 

However, the establishment of most universities is not sufficient, and some universities even do not set up the laboratory and equipment management department, the relevant work responsibilities are assumed by the department under the Academic Affairs Office;

 

The shortage of personnel will increase the difficulty of the equipment acceptance schedule, and the quality of the acceptance work will shrink.

 

3. Countermeasures and suggestions for problems in the acceptance of instruments and equipment

 

Combined with their own experience in the acceptance management of instruments and equipment, the author believes that efforts can be made in the following aspects, so as to solve the problems in the acceptance work.

 

To improve the quality of these two types of personnel, we should proceed from two aspects:

 

(1) From the aspect of staffing:

 

To achieve a normal distribution pattern matching the elderly, the middle-aged and the young, fully mobilize the enthusiasm of young comrades, give full play to the experience of middle-aged and elderly comrades, and achieve complementary advantages. Create mutual trust, harmonious and rigorous working atmosphere, fully mobilize a variety of positive factors, each post sincere cooperation, complementary work, service in place, harmonious relationship, so that the equipment acceptance work win everyone's unanimous recognition.
